A Baltimore native, Father Kinlein was a graduate of St. Dominic's Parochial School, Loyola High School, St. Charles College, and St. Mary's Seminary. He was ordained May 29, 1954.
In 1971, he was designated pastor of St. Lawrence's Church, in Jessup before taking over at Our Lady of Perpetual Help in 1974.
He passed away on May 12, 1976 at the age of 47.
